And most people don't have the inclanation to ability to care for that level of legal self defense. It takes more than an "utredning" to deal with this. Reading this account it could have been written after Apartheid ended in South Africa. Crime sky rocketed and the rape statistics went through the roof with victims being as young as three months old. People live in homes that are little more than prisons and women bear the brunt of the rapists reign of terror.
